The advanced training and specialty certifications amongst our staff is broad and includes board certified orthopedic and sports clinical specialists, certified manual and manipulation therapists and ASTYM™ accredited providers. Karl Kolbeck, PT

Karl offers over 25 years of orthopedic, sports medicine and manual therapy rehabilitation experience. He co-owns Rose City Physical Therapy with his wife and business partner Sasha Kolbeck. Karl, originally from Wisconsin, graduated from the University of Wisconsin – La Crosse in 1991 with his Bachelor of Science in Physical Therapy.

He is a Board Certified both as an Orthopedic Specialist (OCS) and Sports Clinical Specialist (SCS) through the American Physical Therapy Association.  He is a Certified Orthopedic Manipulative Therapist (COMT) through the North American Institute of Orthopedic Manual Therapy and a Fellow of the American Academy of Orthopedic Manual Physical Therapists (FAAOMPT). Each specialty offers advanced skill sets which enhance the patient care experience, and affords optimal recovery utilizing advanced manual therapy techniques, patient specific therapeutic exercise and evidence based research applied to patient care.

Karl is a nationally recognized shoulder expert and educator. He teaches fundamental, advanced and post-operative continuing medical education courses on orthopedic and sports medicine shoulder rehabilitation to physicians and physical therapists.

In addition, he specializes in working with runners of all ability – from the novice to world class and Olympic medalists – offering treatment methodology based in sound fundamentals principles, functional movement integration and advanced evidence based science.

In his free time he enjoys windsurfing, backpacking, travelling – with 48 states and 17 countries under his belt – is an ongoing oenophile in training, and is proud to be a shareholder of the Green Bay Packers!



Sasha Kolbeck, PTSasha hails from Eugene, Oregon and has lived in Oregon, California and Washington. She graduated from Loma Linda University with a Masters Degree in Physical Therapy in 1998 and completed her Doctor of Physical Therapy at Pacific University in 2011. She became a Board Certified Orthopedic Specialist from the American Physical Therapy Association in 2007, a Certified Manual Physical Therapist (CMPT) through NAIOMT in 2008, attained a Certificate of Achievement of Pelvic Physical Therapy through the APTA in 2011, and became a Certified Orthopedic Manipulative Therapist in 2013.

She has practiced orthopedic manual and sports physical therapy with an emphasis on work injury, motor vehicle accident, sports injury management and orthopedics for the spine and extremities. She was a member of the PPTSR team for three years prior to purchasing the practice with her husband in 2014.

Sasha spends her free time snowshoeing, downhill skiing, surfing, hiking, practicing yoga, running half marathons, cooking, traveling, and watching football – go Green Bay Packers and Oregon Ducks! – and other sports with her husband Karl.


Margaret Loebner, PTPeggy was born and raised in Milwaukee, Wisconsin and graduated in 1995 from Marquette University with a Bachelor of Science in Physical Therapy. She practiced outpatient orthopedic and sports physical therapy in Chicago for 11 years prior to moving to Portland in 2005 and joining the Pettygrove Physical Therapy team, now RCPT.

She has treated many people training for various sporting events, including triathlons, marathons, ultra-marathons and adventure races. She enjoys working with all age groups and especially enjoys treating runners, bikers and triathletes. Peggy is also ASTYM™ certified.

Peggy has completed two Chicago Marathons, the NYC Marathon and numerous Olympic distance triathlons. She now trains for and focuses on racing on the trails in the Pacific Northwest.

In her free time she enjoys spending time with daughters Keira and Shannon, and trail running with her husband Steve.





Vinton received his undergraduate degree from the University of Montana and his physical therapy degree from the University of Iowa in 1974. Thereafter, he completed his clinical training at the University of Washington’s Sports Medicine Department. He has practiced orthopedic and sports physical therapy in Portland since 1975 and has had a close working relationship with the physicians of The Orthopedic and Sports Medicine Center of Oregon since 1976.

Vinton has been in private practice most of his career and in 1999 opened and co-owned Pettygrove Physical Therapy and Sports Rehabilitation until selling the practice to husband and wife team Sasha and Karl Kolbeck; both who have been employees for some time prior. He has been instrumental in its growth and developing a reputation for being one of the leading clinics for orthopedic and sports physical therapy in the region.

As a former owner of the practice, he is now enjoying his ‘semi-retired’ status while continuing clinical practice and working with the many patients he’s established long-term relationships with as well as new patients alike. Throughout his tenure in Portland he has worked very closely with surgeons and his staff to develop, implement and keep current many of the rehabilitation protocols which complement and enhance the orthopedic procedures seen daily in the clinic. These protocols reflect his interest in rehabilitation of extremity injuries and have been utilized throughout the Portland metropolitan area.

When away from the office his time is spent with family, as well as enjoying golf, fly fishing, skiing, biking, reading, cooking and traveling.


Leo Quinn, PT, OCS

Leo received his undergraduate degree in 1995 from Middlebury College in Middlebury, Vermont and his physical therapy degree from the University College Dublin in Dublin, Ireland in 2001. In 2012 he became a Board Certified Orthopedic Specialist through the American Physical Therapy Association. He is also an ASTYM™ certified provider.

He enjoys working with patients contending with general orthopedic conditions and post-surgical rehabilitation, as well as those with sports-related injuries. He has a special interest in helping the active individual striving to return to outdoor recreation and sport.

In his free time he enjoys running, hiking, downhill skiing and spending time with his two beautiful children.






Megan Roos, DPT

Megan is a Pacific Northwest native – born in Idaho, raised in Tacoma, WA and Oregon educated. She received her Bachelor of Architecture from the University of Oregon in 2006 and worked in the architecture field for 6 years before returning to school to pursue physical therapy; graduating with her Doctorate of Physical Therapy from Pacific University. She will also complete a Masters of Healthcare Administration in the summer of 2018.

While at Pacific University, she explored a variety of practice settings and found herself most interested working with orthopedic conditions in the outpatient setting. She’s furthering her clinical skills and advanced manual therapy training through the North American Institute of Orthopedic Manual Therapy.

An avid golfer, which she established a love for the game at an early age, she and her husband can often be found golfing on the Oregon Coast. She also enjoys yoga, skiing, running, cheering on the Oregon Ducks and exploring both built and natural landscapes.

Luke – an Oregon native – obtained his Bachelors degree in Exercise and Sports Science from Oregon State University and his Doctorate of Physical Therapy from George Fox University. He has always had a passion for helping others and discovered early in his career how the orthopedic outpatient clinical setting provided the most rewarding opportunity to build meaningful relationships with clients. His foremost interest is the treatment and management of patients with spinal injuries; however, he also enjoys working with extremities and sports injuries as well. He is furthering his manual therapy skills through the North American Institute of Orthopedic Manual Therapy.

An Oregonian through and through, Luke has enjoyed life on both sides of the state. Born and raised in Eastern Oregon in the small town of Vale, he enjoys hunting, camping and helping out on the family ranch. Over the last decade of living in Western Oregon, he has discovered a love of kayaking, fishing for steelhead and salmon, and the many craft beers brewed locally. Luke and his wife enjoy taking weekend trips to get out of the city and experience the natural beauty of the Pacific Northwest.

Suzanne Chi, MSOM, LAC

 Suzanne received her undergraduate degree in dance from Muhlenberg College in Allentown, Pennsylvania. Thereafter she obtained her Masters of Science in Oriental Medicine in 2012 here in Portland, Oregon from the National College of Natural Medicine.  She is certified by the National Certification Commission for Acupuncture and Oriental Medicine as a Diplomate of Acupuncture. After she received licensure, she completed an apprenticeship training program through Whitfield Reave’s Acupuncture for Sports Medicine in acupuncture techniques for orthopedics and sports medicine. She enjoys combining the holistic approach of Chinese medicine with the knowledge of western orthopedics to benefit patients with musculoskeletal problems of all kinds. In addition to musculoskeletal injuries, she enjoys working with patients to address overall wellness concerns, headaches, and women’s health issues.

Outside the clinic, Suzanne can most likely be found in the dance or yoga studio.  She continues to pursue a professional career in contemporary dance, performing as a freelancer and with Muddy Feet Contemporary Dance. She and her husband enjoy attending the Portland Timbers matches, even getting their dog Timber Rosie pumped up for the games.

Will, New Jersey born and raised, received both his undergraduate degree in Political Science and his Master’s Degree in Education from Rutgers University in 2013 and 2014, respectively. Will taught for a few years before deciding to return to school to pursue nutrition counseling. Will earned his Master’s in Nutrition from the National University of Natural Medicine in Portland.

His own journey into nutrition began with running and his active lifestyle; and that journey has led Will to realize that nutrition is key for achieving optimal health and sport-related goals. Will hopes to empower you to take your health into your hands by guiding you through the process of meaningful, realistic, and sustainable nutritional changes. Whether your goals are to manage a diagnosis, reduce inflammation, improve athletic performance and recovery, manage your weight, or even to address sleep issues, Will is ready to guide you through the nutritional approach that will be helpful for you as an individual. Part of his intention here at Rose City Physical Therapy is to complement the physical therapy you might be receiving by helping you adopt a nutritional approach that does not hinder healing and allows you to recover more quickly.

Rachel Hollister

Rachel was born in Sacramento, California and raised in Portland, Oregon. She graduated from the University of Oregon in 2013 with a Bachelor’s of Science in Human Physiology and a minor in Business Administration. She was also a cheerleader for the Oregon Ducks as well as a member of Alpha Phi sorority.

Rachel is passionate about the medical field and enjoys helping patients navigate the healthcare industry and the insurance maze. As a member of the Rose City PT family, Rachel is one of the first points of contact for patients coming into the clinic. She enjoys meeting each patient and strives to provide excellent customer service.

Outside of work, Rachel enjoys weekend adventures around the Pacific Northwest, exploring Portland cuisine with her boyfriend, Zumba classes, and cheering for the Oregon Ducks and Portland Trail Blazers.
